Wheaton, MD – The Affordable Housing Conference of Montgomery County (AHCMC) is holding its 8th-annual roundtable, beginning at 11:45 am this Friday, March 2, at the Brookside Gardens Visitors Center, which is located at 1800 Glenallan Ave. in Wheaton.
The roundtable is entitled, “Will Exempting Developers from Impact Fees Increase Affordable Housing in Montgomery County?”
Given current economic conditions, many developers believe the county’s impact fees are a disincentive to build more affordable housing units because of prohibitive costs associated with building non-MPDUs. Someone who makes more than the maximum income limits for purchasing a MPDU still needs to have affordable housing options.
How is Montgomery County going to house the anticipated demand for more workers in our region? Building more affordable multi-family units is critical, as well. What are the financial effects of exclusion from the impact tax for a developer? What would really help, what wouldn’t, and why? What are the financial effects for Montgomery County? How much would the impact tax cost in county revenues under various scenarios if current legislation is modified? How does that equate to the cost to the county of other forms of housing subsidy, or even lost jobs and transportation costs?
Lisa Sturtevant, assistant research professor at George Mason University, will moderate two panels. Participants include Perry Berman with Rockville-based commercial real estate services firm Scheer Partners, Councilmembers Nancy Floreen and Marc Elrich, as well as developer Bozzuto.
Throughout the year, AHCMC provides forums for dialog on issues that impact, or could potentially impact, affordable housing in Montgomery County and the surrounding region. Legislation on impact fees recently introduced by Councilmember Floreen falls into this category of issues. While AHCMC is not taking a position on impact fees, we want to have a fair and balanced discussion.
The audience is expected to be a broad range of constituents, such as realtors, community activists, affordable housing developers, county officials/staff members, and community development professionals.
